The Panamanian minister of Tourism, Rubén Blades, denied that the measurement has been adopted to reduce the time of stay in the country of tourists to only 30 days and that Panama is demanding bovine to allow the entrance to the country. “Those commentaries are completely false and what they are to discredit the actions of the national Government. We want to clarify that the tourists can come to Panama until by 90 days, with two prorogations after the first 30 days, as much in the cases in which the visa or the card of tourism is demanded.”According to Blades, the commentaries arise as a result of “an irresponsible handling of information” that is circulating around Internet, in which it is suggested has diminished the amount of days that the tourists can remain in Panama and that will be demanding a card of vaccination for its entrance to the country. “Bad people are circulating rumors who what they persecute are to do damage to him to the country” noticed Blades.

The minister clarified that the Panamanian Institute of Turismo (IPAT) initially was not consulted for the elaboration of a project of health law “that it looks for to improve the sanitary controls, adhering to international the sanitary regulation”, commented and clarified that the executives of the IPAT had knowledge of he himself Friday of the last week.

E-commerce en Panama

It seems lie but here in Panama we are not to the height of oferecer e-commerce like in other countries. This is partly due to the laws that have congealed everything what has to do with this activity, to avoid fraudulent banking operations as well, false businesses, etc. Some banks offer this solution of purchase with credit card that mainly turn out to be something expensive and complicated for the small companies, aside from which everything depends on the type on watch and product that thinks to offer. The electronic commerce must be thought like an extension of the models of existing businesses. That I mean with this? If you have a solid model of business before expanding it online, is a great opportunity of which your business prospers through e-commerce.

It is really necessary to look for the few options available in Panama to mount a business of e-commerce. For that reason I say that first that there is to see is that service is offered. For example, if what thinks to offer is legal services, practically there are no options since this type on watch does not guarantee anything to him stable to the bank (fraudulent returns by reclamations, operations, risky clients). But nevertheless if one is a product that is given by courier already he is something different since he is something tangible and from less sense of expectancy.

U.S. retirees fuel boom in Panama

By JENALIA MORENO
Copyright 2007
Houston Chronicle

PANAMA CITY, PANAMA — Towering cranes and more than a dozen residential skyscrapers under construction obscure the retired Houston couple's view overlooking Punta Pacifica, Panama City's hot new foreign enclave.
In one direction, Donald Trump is building a 68-story, sail-shaped edifice on the Pacific Ocean called the Trump Ocean Club International Hotel & Tower.
In another, Spanish company Grupo Mall, which is selling properties out of Houston, is putting up Los Faros de Panama, The Lighthouses of Panama, a glitzy development complete with apartments, a casino and a hotel.
At least 170 residential towers worth $3.2 billion are planned or currently under construction, according to a recent survey by real estate consultancy Prima Panama.

Fueling this boom, in part, are U.S. retirees lured by Panama's cheap health care, dollar economy and widespread use of English. More moving southBetween 2003 and March 2006, the Panamanian government issued 1,379 visas to Americans 55 and older, according to a report by the Washington, D.C.-based Migration Policy Institute, adding to the already growing retiree population.

In 1990, by contrast, 491 American retirees called Panama home, according to the institute. With 78.2 million U.S. baby boomers expected to reach retirement age in the next two decades, developers and the real estate industry are counting on Panama to issue many more visas.

"Panama is the latest country to join this boom — and with a lot of dynamism," said Orlando Lopez, general manager of Central America for Houston-based Stewart Title, which plans to open an office in Panama City later this year. Lopez, who's based in Costa Rica, estimates the office could guarantee $300 million in properties within a year of operation.

Other Houston-based companies are also hoping to get a piece of this market. Houston-based AbroadEstatesgroup has the exclusive rights for the Texas market to sell homes in Grupo Mall's development, which will have three towers, the central one reaching 84 stories. A handful of Houstonians are expected to produce down payments for units in the development, said Jose-Pablo Fernandez-Cueto, international operations officer for AbroadEstatesgroup, which also offers financing for homes in Mexico and Costa Rica.

Incentives abound Panamanian developers began aggressively catering to U.S. buyers, with golf courses, gated communities and American-style shopping centers, about three years ago. Magazines and even television shows with tips for buying property abound in Panama. Promoters tout the nation's warm weather, flights to the U.S. and discounts for a variety of items, including movie tickets and doctor's visits.

The Panamanian government is also selling the nation, offering some exemptions on property taxes, duties for importing household goods and a car. Such incentives seem to be at least sparking the interest of American retirees.

A Panama Marriott Hotel guest from Wisconsin recently stopped at the concierge desk to ask about the location of retirement communities. One March morning, a group of visiting Americans met with real estate agents in the lobby of the InterContinental Miramar Panama for tours of properties.

And more than 150 U.S. real estate agents recently attended Panama Spectacular, a weeklong conference providing tours of dozens of properties in Panama City and along the Pacific Ocean. Promoting the countryPanamanian native Xiomara Samudio, an Atlanta real estate agent and Continental Airlines flight attendant, was one of the attendees.
"I thought it was just a wonderful idea for my business to be able to visit all the developments so that I can go back and sell Panama," said Samudio, who walked barefoot on the beach at a gated community.

"As a Panamanian, I feel extremely proud that the government of Panama and all of the real estate people have done an extraordinary job promoting the country." Though there are plenty of promotions of projects, real estate agents and interested buyers can view few completed developments for now.

Instead, they stop by fenced-in construction sites, model homes and empty Pacific Coast beaches where developers promise to build high-rise buildings and gated communities. "This phenomenon right now is all about sales and beginning to get into construction," said Paul McBride, chief executive officer of Prima Panama, the real estate consultancy, which also publishes Paradise, a magazine for North American retirees. His company also offers a travel-discount program, and in 10 months it issued 3,500 memberships.

"The inventory is not going to show up for another three to six years," McBride said.
Although few properties are complete, Panamanian, European and American developers continue their plans for posh skyscrapers in the city and luxury beachfront communities in the city's suburbs.

Panama stays interested in negotiated solution about the banana import

The Panamanian minister of Commerce, Alejandro Ferrer, indicated that Panama is still interested in reaching a solution to the banana import conflict with the European Union through negotiations. Last week the country formalised its participation as a third country in the Ecuadorian WTO procedure, in which an arbitration panel will decide on a verdict on the European banana imports. However, it is questionable if WTO arbitration and negotiation can be paralleled at all, as the intervention of a dispute resolution commission of the WTO generally does polarize the positions of the different stakeholders.

Bocas del Toro Information

The archipelago of Bocas del Toro has remained a unique and unspoiled place, only recently having been discovered by international travelers. An early visitor, Christopher Columbus visited the islands on October 6, 1502 where he took refuge in the calm waters and gathered food from the islands for their voyage home.

Bocas del Toro is an outdoor lover’s paradise with unspoiled coral reefs, deep-sea fishing, boating, kayaking, snorkeling, surfing and white sandy deserted beaches and coves. The local people of the province are made up of mainly indigenous tribes and descendants of slaves from Jamaica, which contributes to Bocas' diverse and lively culture.

Locals and travelers alike travel leisurely between the islands in dugout canoes and kayaks. The islands each offer something different in terms of wildlife and bio-diversity. Sloths, monkeys, toucans, parrots, iguanas and tiny brightly colored poison dart frogs are just some of the islands' many inhabitants.

The islands offer the visitor a great diversity of attractions and natural environments, uncommon to other regions of our continent: luxurious rain forests with an abundance of fauna and flora, sunny islands, beaches that compete with the Caribbean best, coral reefs in crystal clear water, mangrove islets in a lake-like scenery, guaymi indian villages and a national marine park that protects examples of the ecosystems and natural resources coexisting within the Archipelago boundaries, as a tribute to our future generations.

Bahia Honda - Is a community located at heart of the bay of the same name, between the islands Bastimentos and Solarte, whose houses are distributed by the coast of both islands, not offering the typical image of the other communities. What we could consider like the central nucleus of the village, on the island Bastimentos, consists of a communal house, the primary school, the school's dinning room and a restaurant that offers to the visitors typical plates of the region.

The main occupations of their inhabitants are the fishing and the agriculture of subsistence, being the tourism an activity that has come increasing lately. In order to arrive at Bahia Honda, hire a boat in Bocas del Toro and after about 15 minutes of navigation it is arrived at the communitarian restaurant where the visitor make arrangements for a boat and a guide to visit the trail.

Bastimentos - This community has a population of more than 800 inhabitants, who live in 125 houses constructed with wood and zinc roof, or cement and zinc roof and very few of wood and ceiling of palm. It is populated in its majority by afrocaribbeans, with some foreigners who came to live here lately.

It is arrived at the community by sea and the more commont is the use of aquatic taxis (boats with outboard engine). In addition, many of the residents of this community count at least on boat with engine. There are not streets in Bastimentos: the ways are wide cement paths.

They have an health sub-center, an aqueduct, a primary school with 7 classrooms, 7 teachers and 145 students, and a police sub-station. They are connected to the electricity and telephone services that come from the Colon island by means of an underwater wire. There are also public phones in the town.

There are lots of excellent lawyers as well as relocation services that can recommend a lawyer.

How can I ship my car and household goods?
Ship from any shipping company in the USA-Panama is a close and convenient port. Most people can put all their household goods in one 40 foot container. This can be loaded right in front of your house in the States and brought to the front of your house in Panama.

There are no import taxes on importation of your household goods. ( There is some rule that there is no tax on up to $10,000.00 worth of household goods but no one is going to be able to say exactly how much all your used household goods are worth, so not to worry.) For your car, it can be put in your container or shipped separately. Whether you are a Retiree or not, taxes will apply for your car.

What about buying furniture and appliances in Panama?
No problem. Prices are comparable to US prices, but don’t expect sales. At Furniture City in Panama and David you can order from extensive US furniture catalogs if you don’t find what you like on the floor. There are also a number of upscale furniture stores in Panama City. Banyan Leaf in Panama City has a magnificent selection of both Oriental and Western furniture and accessories.

For appliances, Raenco and Do-It Center in Panama City are excellent. Price Costco in Panama City and David also has some good deals, but a limited selection.

Is there anything like a Home Depot?
Do-it Center and Novey Center come the closest-you will find the basics for your do-it-yourself needs.

Grocery Stores: We have been all over Latin American and do hereby declare that Panama has the best American-style supermarkets anywhere. El Rey and Riba Smith are very complete and large supermarkets with well trained personnel. Riba Smith which has only 3 stores, all in Panama City, is popular with Americans because it has the most American goods and a housebrand of prepared foods that are delicious- don’t miss the chicken pot pie, lasagna and their ice cream. El Rey has a store in almost every neighborhood and also in Coronado and David. Spotless, well-organized, and with friendly personnel- So enjoy.

How can I safely send and receive mail in Panama?
The Panamanian mail system is not reliable- we don’t recommend it for anything. Fortunately there are two excellent companies dedicated receiving and sending your mail as well as bringing stuff you have ordered over the internet etc: Air Box Express and Mail Boxes Etc. Airbox Express delivers your mail and packages directly to your home. Mail Boxes receives them at the offices where you can go pick them up. They give you your own PO Box address in Miami. They bring your mail from Miami for a starting fee of about $25 a month. These mail services are invaluable for life in Panama. For more info see
Air Box Express.

Can I get a job in Panama?
The best way at this time to work in Panama is to set up your own business. At this time, to get a job at a Panamanian business is very difficult because of laws limiting foreign employees. There are even specific laws forbidding for example foreign lawyers, doctors, translators, university professors etc. to work here. These laws will most probably be modified in the short term as Panama’s booming economy needs more skilled persons, but for now it is the reality.

The Kuna Indians of Panama with Magical Elixir: Cocoa

RYE, England, March 13 (UPI) -- When they are not talking about the sonic rise in house prices, the English mutter about the collapse of the National Health Service.

Newspapers trumpet the latest victim of the flesh-eating MRSA superbug (methicillin-resistant Staphylococcus aureus), which hides in hospitals waiting to attack surgery-weakened and recovering patients. Antibiotics, no longer trusted to deal with resistance to them, are falling from favor. So what are the Brits depending on to deal with bacteria?

Maggots.
The headline from The Thunderer, as the London Times is fondly known, read like something from a supermarket checkout tabloid: "How maggots could save the National Health Service ($324 million) a year." Apparently, they can clean wounds and clear bacteria faster and more effectively than much more expensive antibiotics. This wouldn't come as news to Florence Nightingale.

Some people might wonder which is more ghastly to contend with -- having a limb amputated or crawling with slithering, living, white rice look-alikes. And leeching has been enjoying something of a revival, hovering around the edges of modern medicine ready for a comeback for reducing fevers. But so far it's all talk.

Not all ancient remedies, however, are ones to make us squirm. The Kuna Indians of Panama have excited the attention of Harvard Medical School for an ancient cure surely none of us will turn up our noses at: cocoa.
Professor of Medicine Norman Hollenberg reports in the current International Journal of Medical Sciences of cocoa therapy -- one we would happily be prescribed, and one we already practice -- just not in the right quantities or with the right quality of compound.

For centuries, the isolated tribal people living on the San Blas Islands north of Panama have apparently benefited from a diet that includes up to 40 cups a week of the soothing dark drink. If we indulged in drinking that much of the cocoa found in supermarkets, we would quickly succumb to extra weight gain, pimples and zits and the possibility of heart attacks. What we think of as cocoa in the modern world is generally a processed powder pumped with sugar and stripped of goodness.

But the Kuna Indians are drinking the unadulterated, unstripped cocoa, its bitterness tempered by sugar. The secret compound is epicatechin. This is what Hollenberg believes is the element responsible for the exceptionally low incidences of heart disease, stroke, cancer or diabetes among the Kunas.

Epicatechin is a flavonoid that has been recently celebrated for its antioxidant properties. Food developers have latched onto it to launch a whole new line in drinks, promoting the way that flavonoids that are found in green tea and red wine can improve blood flow.

Well, you can bet that's about to change. Expect to find chocolate drinks jostling their way onto the shelves as the new health beverages. The epicatechin flavonoid is apparently found at much more concentrated levels in cocoa than in those drinks and other foods that boast of antioxidants. Professor Hollenberg thinks epicatechin is so important it should be reclassified as a vitamin.

You can't just reach for the sugary brown stuff you've got stored in the back of your pantry, however. You have to invest in pure cocoa powder. The trouble is, flavonoids are bitter. It's OK when you're drinking red wine and green tea, but not great in cocoa. So food-industry producers strip it off the cocoa bean, removing the protective property from mass-produced cocoa.

Professor Hollenberg has been studying the Kuna for 16 years. And he's found when they move from the San Blas Islands north of Panama, settle in the cities and drink the same cocoa drinks we drink, their levels of good health are no longer sustained.
He said that when he measured their cocoa consumption, he found the Kuna people had "probably the most flavonoid-rich diet of any population."

A senior researcher at Britain's Institute of Food Research, Dr. Paul Kroon, backs him up. "The science does look robust," he told the Sunday Times. "It is indicative that epicatechin is the active compound."
It'll be a race to see which industrial drinks company gets into production first. Few of us will say no to cocoa as a health drink.

Until we can reach for a canned or bottled cocoa-for-health drink, here is a recipe for individual servings of the best cocoa in the universe. Don't even think of having 40 of these a week unless you want to become extinct. One on your birthday or at Easter will do nicely. But it makes a terrific dessert when you have unexpected guests.

-- Break 1½ ounces of the best dark chocolate, at least 70 percent cocoa solids, into small pieces and put into a blender.
-- Fill a mug with boiling water and set aside.
-- Bring a cup of whole milk to the boil. Add half a teaspoon of vanilla extract, then pour the milk into the blender.
-- Whiz it up until the chocolate has melted completely, pour the boiling water out of the mug and fill the mug with the frothy dark chocolate soup.

WWE comes to Panama for the second time March 9 and is a great expectation so that now some fighters come who were not the last year. It seems to us that it is going to be a total success in Panama are many admirers of the wrestling and it completes time was the full Figali Convention center to all its capacity. I have understood that the fight that most interests is Umaga against John Cena, due to the quality of invincible that has the Samoano and the Cena resistance to be winner in each encounter. We do not know if Undertaker is going away face to face against Batista or if that fight is for Wrestlemania. We will already see that it happens and we will maintain informed.

Promissory Letter of Purchase

The Promissory Letter of Purchase (“Carta de Promesa de Compra Venta”) constitutes the basic document from which the parameters for the commercial transaction between the buyer and the seller, as well as between the seller and the real estate agent (broker) are established. This document reflects the obligation contracted by the seller in the event a sale is carried out without the direct participation of the real estate agent (broker). In turn, the latter shall not present any formal proposal to purchase a property, nor shall he/she engage in negotiations regarding the price of the property, without having been duly authorized to do so by the potential buyer. Likewise, the real estate agent (broker) is not authorized to formulate sale proposals regarding a property without the prior authorization of the property owner.

The commission for the seller
It is customary in the Panamanian market to set the commission level at 5%, to be credited to the real estate agent (broker) for the sale of a property. Nevertheless, setting the amount of the commission is free for negotiation between the parties. Except in the case of an agreement to the contrary, said commission shall be discounted from the payment received by the seller of the property.

Real Estate Procedures in Panama

In the website of ACOBIR we find some information about Foreign investments. In all real estate areas the foreign investments are welcome and present in Panama. The procedures to adjust to the legal requirements in this area are simple and easy to implement. In the particular case of retirees ( pensioners ) who rent, Panamanian legislation provides for tax exemptions when taking cars as well as household items into the country and discounts on the cost of bureaucratic processing regarding moving and getting settled in Panamanian territory. Furthermore, it grants many other prerogatives and privileges to said retired persons (pensioners), as well as ample financial opportunities in Panama’s modern banking center.

Land Registration System
All transactions pertaining to the sale and purchase of real estate should be registered with the Public Registry General Office (“Dirección General de Registro Público”) of the Republic of Panama. A Notary Public executes this registration, and that officer is responsible for verifying all the necessary steps and data. This serves as a guaranty to all investors.

Requirements to be a Realtor
It is necessary to have a professional capability license, issued by the Real Estate Technical Board (“Junta Técnica de Bienes Raíces”) of the Republic of Panama. Panamanian citizens and foreign nationals who have resided in Panama for over 5 years are eligible to request this license, as long as they pass the professional examinations required by the technical board in a satisfactory manner and further do not have any problems complying with the other mandatory requirements.

A fiscal incentive in extinction

The cement shortage could delay the culmination of some works and those that are not registered in the Public Registry before the 31 of August of 2007 will lose the opportunity to benefit with the exoneration, for 20 years, of the tax of buildings.

The houses that received their permission of construction before the 1 of September of 2006 and whose improvements are registered in the Public Registry before next the 31 of August will enjoy 20 years of exoneration of the tax of buildings, but those that are registered after this date will lose that fiscal benefit.“If because of shortage of supplies of any basic material of construction, like the cement, it has delays in works and do not manage to register the improvements in time, this pair, for example, whose residence is valued in 300 thousand dollars, it will lose 15 years of exoneration”, notices the tributarista Oswaldo Lau. In agreement with the effective rates, the new house buyers will have to pay to the state treasury about 5 thousand 500 annual dollars by that property, as of year 2012. And the 15 years of exoneration that will lose as a result of the new established fiscal rules in the tributary reform of 2005 are equivalent to 82 thousand 500 dollars that they will have to remove from his pockets to fulfill this tributary obligation.

“When we have new properties with diminished exonerations, we will begin to see the change that will take place in the real estate sector in favor of the secondary market”, it emphasizes Lau. “There will be a distorted market, with properties just constructed that later enjoy 20 years of exoneration and others constructed to one or two years just by 5 years of exoneration, which will only affect the sale price to favor of the promoters”. “The staggered” elimination of the exoneration of the tax of buildings by 20 years will mainly harm the buyers of new houses of high value and will favor to the coffers of the State. One hopes that the collection of this tribute increases significantly as of this year. According to the statistics of the Main directorate of Ingresos (DGI), the Government collected by this tribute 47,1 million dollars in 2006, 6,5% more than in 2005. La Prensa .- Panama
